Obama’s Education Platform

I never liked Senator Obama’s education platform. It’s nothing personal. It’s just that too much of it reflected the outcome-based theory that is the basis of No Child Left Behind and the cause of the “unintended consequences” this country experienced as a result of its adoption.That doesn’t mean that Mr. Obama didn’t put forth some good ideas. He did.

Senator Obama spoke of…

an education agenda that moves beyond party and ideology, and focuses instead on what will make the most difference in a child’s life.”

And his  stance on education was most thoroughly and clearly expressed in Ohio.

“Closing the achievement gap that exists in too many cities and rural areas is right. More accountability is right. Higher standards are right.

But I’ll tell you what’s wrong with No Child Left Behind: forcing our teachers, our principals and our schools to accomplish all of this without the resources they need is wrong.”

And “…we have to make sure that subjects like art and music are not being crowded out of the curriculum.”

So at that moment in time, September 9, 2008, he stood firmly on the failed theory that standards and tests reform schools, but, he grasped the idea that resources —supporting children, families, and school personnel— were required to not only achieve test scores but to also provide a broad and varied curriculum that defines “quality” education. He almost had a clear vision for real reform.

But thus far, he has done what those before him did; he focused on the easier path of standards and testing.

His ideas back then,

“…a new Service Scholarship program that will recruit top talent into the profession, and place these new teachers in overcrowded districts and struggling rural towns, or hard-to-staff subjects like special education, in schools across the nation.”

“…more Teacher Residency Programs … especially in math and science.”

“…expand mentoring programs that pair experienced, successful teachers with new recruits.”

“…access to quality after-school and summer school and extended school days for students who need it.”

As the New York Times wrote,

In his last major educational speech of the campaign, Mr. Obama said: “It’s been Democrat versus Republican, vouchers versus the status quo, more money versus more reform. There’s partisanship and there’s bickering, but no understanding that both sides have good ideas.”

And he made the choice of Mr. Arne Duncan for Secretary of Education because as the director of educational policy at the Business Roundtable, Susan Traiman, said;

“Both camps will be O.K. with the pick!”

The Business Roundtable accurately represents one camp.

Political camps? What about reform philosophy? What about Obama’s education platform?

Mr. Duncan once wrote,

“When organizations and individuals harness their resources to support children and families, both schools and neighborhoods benefit….By inviting parents and diverse stakeholders into the school reform effort, we can collectively raise education to the next level in our neighborhoods and across the country.”

Problem? The political camps aren’t inviting everyday parents or welcoming diverse ideas. Their ideology is set. And obviously there is no understanding of the fact that the people working day-to-day with the children are the ones who are in a position to best identify and support “what will make the most difference in a child’s life.”barack-obama-quotes-4

We folks who care about our children shouldn’t need an invitation.That door should be open; these are our schools. And I’d be willing to bet that none of us invited the Business Roundtable to come save our schools! These groups could go away and not be missed.

But the politics of education reform isn’t going away any time soon; the camps have dug their trenches. What we can do is minimize the damage.

President Obama’s introduction to A Blueprint for Reform: The Reauthorization of the Elementary and Secondary Education Act included these words,

“We must recognize the importance of communities and families in supporting their children’s education, because a parent is a child’s first teacher. We must support families, communities, and schools working in partnership to deliver services and supports that address the full range of student needs.”

But the Blueprint did not reflect the rhetoric. It more accurately reflected the Joel Klein and Michelle Rhee camp which is a big one! It reflected the plans of those who support an illusion of reform based on testing, labeling, closing, and chartering our schools. four pillars of ed takeoverMeanwhile, a concept expressed by both the president and his secretary of education, that of community-based school improvement that was once favored by these men, was written into the Blueprint in a manner doomed to fail. These words had to have been written intending to draw fire from the right-wing. They are a politically divisive choice of words that takes a great concept and makes it sound like a federal take-over of our children.

So this is where we need to ask, was this administration sabotaged or simply swayed by the prevailing politics of “reform”?

I always wondered, but I’m no longer sure it matters. What matters is where we go from here. We could still follow the Obama vision even though he hasn’t.

Accountability?

“…in Washington [it] starts by making sure that every tax dollar spent by the Department of Education is being spent wisely. When I’m president, programs that work will get more money. Programs that don’t work or just create more bureaucracy and paperwork and administrative gridlock will get less money.”

I want you to hold me accountable. And that’s why every year I’m president, I will report back to you on the progress our schools are making because it’s time to stop passing the buck on education and start accepting responsibility. And that’s the kind of example I’ll set as president of the United States.”

Accountability?

“In the end, responsibility for our children’s success doesn’t start in Washington, it starts in our homes. It starts in our families. Because no education policy can replace a parent who’s involved in their child’s education from day one – who makes sure their children are in school on time, helps them with their homework after dinner, and attends those parent- teacher conferences. No government program can turn off the TV set or put away the video games or read to your children.”

Accountability?

“But we can help parents do a better job. That’s why I’ll create a parents report card…

…we need to hold our government accountable. Yes, we have to hold our schools accountable. But we also have to hold ourselves accountable.”

Yes We Can. By all means, let’s call for accountability.

Make It Right

In attempting to fix No Child Left Behind, Congress is struggling to make it right. Instead of thinking they can fix this mess, they need to approach the law as the rewriting of the Elementary and Secondary Education Act (ESEA) because that’s what it should be. Back to basics.

Here’s some advice —DON’T make it A “clear law.”…. O.K., this is where you are supposed to say…. wait, …what? Wouldn’t we want a law to be clear? That depends on how you define “clear.” Thus the need for lots of quotation marks in education reform writing. We are not on the same page! corruption2

As explained in Fixing Broken Government, when something goes terribly wrong in one of our government agencies,…

“The reflexive reaction is to demand detailed laws and rules to make sure things don’t go wrong again…. shackling public choices with ironclad rules… [while]…dictating correctness in advance supplants the one factor that is indispensable to all successful endeavors—human responsibility.

With that in mind, the right thing to do is to expect the humans at each level of the education system to be responsible for doing their jobs in serving the educational needs of children.

Since our laws exist to serve and protect citizens —in this case our youngest citizens’ rights to a quality public education— it is not right for the law to better serve the education-industrial complex.

john-morrison-quote-it-is-about-corruption-of-the-lawmaking-processFor citizens, the weak link in the federal lawmaking chain of events is when industry hires lobbyists who collaborate with legislative staff and a few lawmakers to write laws benefiting the industry, not us. We’ve been left out. The legislative process has been corrupted and bad laws like No Child Left Behind (NCLB) are the result.

Some say we see “unintended consequences”; others see “loopholes” in education law as a move towards full privatization of public schools.

Loopholes have repeatedly burned the American public. Right? Here’s why. It’s a phenomenon created by the fact that…

“the more exact and detailed a rule, the more likely it is to open up loopholes…[because]…most regulatory language is inherently ambiguous. Dense rulebooks do not avoid disputes—they just divert the dispute to the parsing of legal words instead of arguing over what’s right.

With ESEA, since we are out to “make it right,” as so many officials have said — we have to replace detailed rules with principles that guide personal accountability.

“Legal principles have the supreme virtue of activating individual responsibility. Law is still supreme. … Law should generally be an open framework, mainly principles and goals, leaving room for responsible people to make decisions and be held accountable for results. Law based on principles leaves room for the decision-maker always to act on this question: What’s the right thing to do here?

This explains the craziness going on in schools right now over testing. We aren’t standing on principles; we are complying with laws and rules — without thinking.

All over the Internet, you’ll find stories about kids crying over tests. I haven’t written about it because, although I tend to believe the parents telling the stories, I didn’t personally know it to be fact. Now I do. And I could not have imagined an adult pushing a child emotionally— to the point of crying —over logging into a test when the parents had clearly refused the testing and the adult administering the test knew it.

It’s not acceptable.

Education law has adults seeing children as dollar signs instead of human beings. The fear of losing funding for non-compliance with the No Child Left Behind law has made school personnel act without asking, what’s the right thing to do here?

Think about that. NCLB was due to be rewritten in 2007. The public has acknowledged that NCLB was not helpful in their own schools. But eight years later, adults are still complying because it is the educational law of the land.

The law itself was NEVER sensible or workable.

If ever there was no responsibility, no accountability for Congress being negligent in their duty, it’s with this law.

The country needs to see Congress make it right. No more excuses. Set principles we can understand and stand upon.

The only reason I can think of for not setting the necessary goals and proper guiding principles, in this ESEA re-authorization, is if the law really isn’t for the citizens.

Opportunity in America

As a nation, we demanded an accountability system for our public schools; President Bush gave us the accountability law “No Child Left Behind.” And he didn’t change it.

President Obama asked us to identify our lowest performing schools; we did. And the change we needed didn’t happen.

NOW, will we continue to allow the dismantling of the public education system —through the plans of well-financed lobbying groups— by keeping in place current policies that failed us. Will the country turn its back and walk away from “under-achieving schools”— knowing that the system failed to best serve a generation of students?

OR, will we fight like hell for the children left behind by the misguided decisions of our leaders?

It is our responsibility as a nation to not just identify and label schools, but to address the needs of our students throughout our land.

Despite what some want to believe, “equal educational opportunity” has never been offered in America. I believe that too many Americans have a hard time defining what it means and envisioning what it looks like. If I’m correct in that assumption, wouldn’t it make sense to stop rushing ahead without first establishing a vision for OUR education system?d894a74dd1d729fdd5438740d86b4b20

We can begin as a nation by going back to the idea of providing excellent education for all as envisioned by the creators of The Elementary and Secondary Education Act (ESEA) of 1965. It provides a framework for what we now need. We need federal education law that we can all read, understand, and be a part of executing effectively and efficiently.

Americans seem to understand that children living in poverty have unmet needs that directly affect their ability to learn — such as those expressed by President Kennedy —“poor diets, unaddressed speech, dental and visual disorders.”

Meeting known resource gaps between the children of the poor and those of higher socioeconomic classes was precisely the main focus of ESEA.

Americans seem to understand that in most communities there are children from a spectrum of socioeconomic backgrounds and that it isn’t fair to offer opportunity to one group while undercutting another. Equal opportunity means offering them all a fair shot at obtaining a quality public education. Isn’t that why most of us want a public education system to exist?

Meeting the grander twin goals of quality and equality in educational opportunity was the primary guiding principles, the original aim, of ESEA.

indexAmericans seem to understand that the educating of a child occurs in a variety of community settings, that each community is unique, and that it makes sense to use resources that already exist while recognizing the need for assistance when and where it is necessary.

Meeting the need for a wide range of learning opportunities within a community, based on the belief that community improvement leads to educational improvement, was the philosophical basis of ESEA.

Americans seem to understand that a public system of public education requires a strong public institution that is both responsive to ever-changing educational needs and responsible for continuous improvement to safeguard against institutional entrenchment.

Meeting the needs of this large and diverse nation requires that all public education personnel —the public servants of the system, from teachers to counselors to leadership at all levels— be well-educated, trained, and informed in order to strengthen and improve the functioning of the institution. That was the method by which ESEA could guide fulfillment of our duty to establish and ensure equal educational opportunity in America.

The vision and framework are historical.

What is necessary right now is for each of us to call or write our U.S. representatives and request they reinstate the original aim of the Elementary and Secondary Education Act.Screen Shot 2015-01-14 at 3.52.56 PM

For America, this is what opportunity looks like.

The opportunity afforded us by the reauthorization of ESEA provides US with the chance to get it right.

Lessons from the Love Canal

In an era known for its call for “LOVE” and “PEACE,” there was also a cry for righteousness from families living through the hell that was the “Love Canal Tragedy.”

I have recalled it frequently and wondered….

I wondered while attending a veterinary conference where a speaker talked about the higher incidence of juvenile leukemia and the research done to see if there was a connection to the Bovine Leukemia Virus — NOT. But what the researchers suspected as a trigger were the chemicals used in farming. It is now common practice for farmers to wear protective clothing and wash their work cloths separate from their family’s.

I wondered and still wonder every time a family dog is diagnosed with a primary bladder tumor. That type of tumor was rare when I began practicing medicine 32 years ago. Since then, the increasing incidence was studied and a suspected link made between the twice-yearly use of a common yard product, 2-4 D.

environmental-disasters-3-638And I wondered, how is it that the Love Canal Tragedy isn’t taught in all our schools? I asked my kids once if they had ever heard of the Love Canal. Imagine…the eye rolls of a teenager followed by “Oh, Mom.”…and the shaking of the head. No. Never heard of it.

Was the Hooker Chemical Company that polluted the area ever held accountable? In 1980, a Super Fund tax was set up, but…..? …..Where are we now?

Meanwhile on the home front, The Three R’s of Respecting Mother Nature —reduce, reuse, recycle—have made me feel better about my little corner of the world. Do we teach those lessons in school? Remember the “Don’t Be A Litter Bug” slogan?

Pollution is the problem!

So those of us who have been made aware of the effects pollution has, on animals and our earth, are much more likely to consciously take actions to minimize pollution.20c04b7694edf532593f1c74707eb4f7

One last lesson to consider: “Climate change” became a political hot potato in America. The wording became a political ploy to divide us.

Let’s talk “pollution” and what it does to our fellow creatures on this earth. And let’s take action……As always, my number one go to action…. #Educate4Change

Common Core Tests & Teachers

One piece of the Common Core “system” is the Common Core “next generation” tests. It was the creators’ intention that test scores be used in teacher evaluations. It is high-stakes testing.

To understand why I came to this conclusion, it’s essential that people clearly understand the words used in official documents.

“State assessments” means Common Core assessments unless otherwise designated. “College and Career Ready” now means Common Core aligned. “Local control” means control over what local people are allowed to have input on after the schools have complied with federal and state laws. Your local school board? That is another topic.

“Autonomy” in the face of a system controlled by profiteers working the political strings means nothing.

Early on in the Common Core States Standards Initiative (CCSSI), the National Parent Teacher Association (PTA) accepted money for purposes they outlined very well. Their document Educating & Training Parents to Support Education Reform looks and sounds great on page one. Page two begins to layout the system. Screen Shot 2015-04-11 at 1.55.36 PM

Think about it. Outreach to the parents and the public to “increase awareness”? Alright. Plot to align Common Core Standards to curriculum, assessments, policies, budgets, college admissions and financial aid? The initiative was about more than national standards.

And we can’t forget accountability. “Accountability systems” are brought up repeatedly. But, what does that mean?

Ask the architect of Common Core, David Coleman. When he was the head of The Coalition for Student Achievement group, there was a gathering in Washington D.C. to decide how to use OUR American Reinvestment and Recovery Act dollars. In addition to common standards, it was decided that “…at least 50% of teacher ratings…” should be based on “academic progress.” Many state policymakers jumped aboard that train.

If teachers are “rated” individually by student progress on Common Core aligned assessments, don’t we have to do these assessments at least twice a year to measure real growth due to a teacher? Double the testing money?

But when this group left their little meeting in D.C., it was the Council of Chief State School Officers (CCSSO) and National Governors Association (NGA) who brought this “initiative” forward as “state-led.” Here’s the BIG GUN in the Common Core plan.

CCSSO and NGA prepared their ESEA Reauthorization Principles and Recommendations. What’s the big deal?

They called it their "new deal."

Once revisions to ESEA (currently called No Child Left Behind) are put in place, it will be extremely difficult to change. My proof? No Child Left Behind was due to be rewritten in 2007. It didn’t happen even in the face of knowing with certainty that it was detrimental to a generation of already under-served children. Change? Outcry? Action? By the People, yes. By Congress? Not soon enough.

If CCSSO and NGA are allowed to be leaders of the pack on ESEA, one principle upon which this law will stand for another decade is that ESEA will “set the baseline for state policy (in assessments, accountability, consequences, etc.)…”Screen Shot 2015-04-21 at 11.51.06 AM

Thus far, it appears these ideas are leading Federal and State “leaders.” The House Student Success Act (H.R.5) still mandates yearly “state” testing and now shifts “accountability” and teacher evaluations to the State. The draft Senate version applies the same “guiding” principle. This policy ping-pong (partnership), I’ve seen played before when outcome-based education hit the States before being federalized in No Child Left Behind.

So, will the federal government set “baselines” or “just” require federal approval of all state plans? Will federal law mandate that “All accountability systems includes student academic achievement and growth”?

Is federal law being used to uphold a very controversial private/somewhat public partnership “initiative” that the majority of the public did not know was being put in place?

The addition of “critical thinking skills” has been a major selling point. Working to encourage children to think critically is nothing new to education.

But back to our teachers and include school leaders as these familiar groups did.

CCSSO, with their buddies at NGA, wrote Our Responsibility, Our Promise that aligns all teacher and principal development with the Common Core. These are two non-governmental trade associations. Don’t you think the preparation for teachers and school leaders FOR PUBLIC SCHOOLS should be based on the standards and principles upon which WE —the public— want, believe, stand upon, respect, and trust to guide us well?

When the people behind the development of Common Core and the Core plan decided to transform the system to do their bidding, they needed to set the agenda in motion, drive adoption throughout the system, and accelerate results through divisive action especially if they felt the need to get this done while the Great Recession had the public’s attention. Could we please HIT PAUSE?

There are people who see the Common Core standards as just standards because of the “facts” they have heard.

Please stop and ask that person that is so passionately fighting against Common Core what it is that stirred their passion. Please stop and listen to them. Will they mess up some details? Chances are they will because the truth has been hard to find.

But ask yourself, are these “just standards”?

Teachers, are you sure you know what “they” have planned for your profession?

Civil Disobedience

Test refusal is an act of civil disobedience.

52 years ago today, Martin Luther King, Jr. explained the chain of events that typically leads to civil disobedience and the reasons it must occur.

“IN ANY nonviolent campaign there are four basic steps: collection of the facts to determine whether injustices are alive, negotiation, self-purification, and direct action.”

The United Opt Out Movement is a campaign to, among other things, end high-stakes testing that has been firmly embedded in public schools through the No Child Left Behind law.. (and now continues with the Every Student Succeeds Act)…

As Dr. King explained it:

“There are just laws, and there are unjust laws…. A just law is a man-made code that squares with the moral law, or the law of God. An unjust law is a code that is out of harmony with the moral law… Any law that degrades human personality is unjust… [it] distorts the soul and damages the personality…. [creating a] false sense of inferiority.”

Over-emphasis on standardized tests’ importance, their over-administration, and the inappropriate uses of standardized tests have made children, teachers, whole schools and districts feel inferior — most falsely so since these narrowly focused, single-point-in-time tests cannot accurately judge the quality of education nor diagnose an underlying condition with any accuracy. It’s like taking a temperature, blood pressure reading, or monitoring thyroid levels; they can change simply based on the time of day.

So…..

Step 1 in the campaign: Facts on testing and No Child Left Behind are clear. Research and time has verified the truth.

I’ll never forget being in a meeting of the Idaho Assessment and Accountability Commission and hearing person-after-person get up and testify to the absurdity of the test-based (outcome-based) mechanism of “accountability” that was about to go forward. The words “we are headed for a train wreck” still echo in my mind. Well, we are there.

Step 2 in the campaign: Negotiations were attempted repeatedly at the local, state, and federal levels.

And throughout the years, multitudes of people scattered across the country, separated by distance, differing ideologies, political party affiliation, socioeconomic stature, race, and a whole host of issues including the divisive topic of how to “fix” schools all continued trying to derail the standardization and privatization of our institution of public education.

“We realized that we were the victims of a broken promise.”…

“We did not move irresponsibly into direct action.”

Many made the determination that it was going to take a personal sacrifice of time and money to move forward. That is self-purification — acknowledging that personal sacrifices are needed for the sake of progress.

Step 3 in the campaign: Self-purification occurred knowingly and unknowingly as many of us gave our time, energy, and money to make the Save Our Schools March happen.

And that has led us to Step 4 in the campaign: Direct Action

So….

How will “opting out” work?

“Nonviolent direct action seeks to create such a crisis and establish such creative tension that a community that has consistently refused to negotiate is forced to confront the issue.

It is the entrenched educational community; it is the dysfunctional community; it is the corrupted lawmaking communities that have refused to face facts, the issues, and the more logical solutions.

It is those “bogged down in the tragic attempt to live in monologue rather than dialogue” that have oppressed those wishing to move the efforts of education reform to focus on what is best for children and what child need us to do to ensure they have been provided with quality learning opportunities that fit their individual needs.

Martin Luther King saw others “smothering in an airtight cage of poverty in the midst of an affluent society” and knew it was morally wrong to turn away. We must face that same problem now.

We are left “with no other alternative.” The time is right for civil disobedient in the education reform arena. Test refusal is one tool.

Unethical Testing

To mandate the use of standardized testing “not in accord with the standards of a profession” is driving unethical testing practices. Ignorance on this manner is no excuse. Stupidity of the drivers of “education reform” is not acceptable. Outright political, monetary, and ideological motives of those pushing yearly standardized testing — in federal law — stinks to high heaven.

Where is the leadership on testing?

Ethical testing-industry professionals follow a code that provides guidelines for what is considered “fair” including “the recommended uses” and the necessity for understanding “the strengths and limitations of the test” (Code of Fair Testing Practices in Education, 2004). THAT is not what this country is doing.

In the thirteen years of federally mandated yearly standardized testing, did testing prove itself to be worth the time, money, and effort? PROOF? What proof?

We hit the mark - scores. End result? Scores without skills.

We hit the mark – “proficiency” scores inched up. End result? Scores without skills. NCLB was changed to ESSA but the MANDATE for unethical testing stayed in federal law.

If a practice is “not guided by or showing a concern for what is right,” then by definition, it is unethical. Unethical testing was allowed to go forward and be perpetuated through both state and federal laws in a game of policy Ping-Pong that mesmerized the public and lulled them into agreement.

Isn’t it time to follow a Code of Ethics in education? Isn’t it the expectation we should set for all education professionals?

It’s amusing when a fictional pirate makes light of a code of ethics; it’s not at all funny when ignoring the Code of Fair Testing Practices in Education limits your child’s opportunity to learn. Limits on the curriculum were a direct and indirect result of unethical testing mandated by federal education law that cemented the practices in place for 13 years under No Child Left Behind. (Longer now because the unethical testing went unchanged when NCLB morphed into ESSA.)

The focus of No Child Left Behind yearly standardized testing in math and language arts was the pinnacle of the problem with that law. It is not changed in the Senate version called “The Every Child Achieves Act of 2015.” The Senate vote is set for April 14th.

The consent of the People is in our silence. If the idea of “unethical testing” is unfamiliar to you, you are not alone. Ignorance is more common than stupidity or corruption. But ignorance can be fixed. So can federal education law.

A Nation Misled

How can we reach the goal is we continue to be misled as a nation?

Do you know the history behind our nation being misled? Many have asked WHAT brought us to this point in education reform where we blame teachers rather that support improvement in their profession, where we close schools and move students around rather than improving all schools, and where education policy is controlled by lobbyists for foreign corporations rather than the crucial voice of the local people.

We were misled.

In 1991, then vice president of Sandia National Laboratories, Lee Bray, was asked to be in charge of overseeing an analysis that

“sought to provide an objective, outsider’s’ look at the status of education in the U.S.”

The Sandia researchers did what they do best — they thought things through and questioned their findings. They did an honest analysis that was never used to guide national education policy from that moment going forward. It —the Sandia report brief titled Perspectives on Education in America — still has not served to lead us in the right direction because

“…it was definitely suppressed” according to Lee Bray.

We need to right that wrong.

So, WHAT information did the Sandia Report provide?

On International Standardized Test Comparisons:

“The utility of these assessments to educational improvement in the United States is negligible.”

Some of the reasons presented included;

  • “Student tracking is common in many countries,”
  • Since these tests are single-point comparisons, “curriculum timing and content are essential issues,”
  • Cultural differences in that “some cultures place great emphasis on exams,”
  • “The educational needs of immigrants cannot be ignored.”

On Future Workforce Needs:

“If business needs workers with higher skills by the year 2000, it is the adult population that must be trained.

“Forecasting workforce skills beyond one or two years into the future is highly speculative.”

In other words, justifying a massive transformation in K-12 education by saying it is to meet the needs of the workforce is a ploy.

On What Were Then Only Proposed Changes (Education Reforms):

“Some proposed changes appear to be in conflict.”

The Sandia report went on to summarize the primary challenges facing education and the barriers that can impede educational improvement.

One of the barriers to improvement is inadequate information. That is where we stand today — an uninformed thus misled nation.

No Child Left Behind Accountability: A Joke

At the signing ceremony for No Child Left Behind (NCLB), President Bush joked, “I don’t intend to read it all.” But he was sure that in NCLB we would “find that it contains some very important principles that will help guide our public school system for the next decades. First principle is accountability.”

President Bush didn’t read NCLB before signing it. (How about your representatives?) That’s joke number one. Funny, huh? But what is even more amusing — sarcastically speaking— is trying to find where the word “accountability” was defined in the law. In laws and policies, key words are often defined so as to leave no doubt about the laws’ intentions. I word searched the desk copy and original. Didn’t find “accountability” defined. I could have missed it. Apparently, I wasn’t the only one.

NCLB says it will provide “greater” accountability; it will “increase” the accountability. How exactly this increase would occur based on the dictates of the law was always left to people’s imaginations and driven by emotions because, by God, we want someone “held” accountable for low school “performance.” And the country was led to believe that standardized tests for math and language arts would determine school quality— accurately. That fallacy would be joke number two.

As Bush declared a decade later, “it’s time to celebrate success [mission accomplished, eh?], but it’s also a time to fight off those who would weaken standards or accountability. I don’t think you can solve a problem if you can’t diagnose it.”

Standardized achievement tests don’t “diagnose” problems. They are only one indicator and because of their “nature,” yearly-standardized achievement testing is unnecessary.

It’s like taking an animal’s temperature and finding they have a fever. Yes, they have a fever but the thermometer reading doesn’t diagnose the problem.

New standardized tests, even so-called “better” tests, only give us information about a school at one moment in time with their given population — a snapshot. That snapshot changes slowly (unless you teach directly to the test). The most consistent finding (over at least five decades) is that standardized test results most strongly correlate to socioeconomic status (schools already have that personal data). More students from low-income families score lower on standardized tests— partially because of the nature of standardized tests.

I once attended a conference where one of the breakout discussions was led by a teacher from a neighboring community with a high-poverty, high-migrant worker population. Over the years, she had made the correlation that her students whose parents only spoke Spanish in the household would (on the average) score 20 percentage points lower on standardized tests.

Some could argue that this demonstrates the value of testing but the reality is, she knew this without the tests. And she didn’t need to keep proving it. She knew her students, knew their family’s background, observed the phenomenon, and test scores made no difference in how she went about teaching. The community situation was out of her control because of the lack of local authority to act on what WAS diagnosed as a problem.

She knew she had to do everything she could to properly educate her students. I know that from what the breakout was really about, how to teach English Language Learners. The test score discussion was an aside. Assessments and interventions designed to help students must take place in the classroom.

So, truth is, test results don’t necessarily give us a diagnosis. And certainly, as we know by now, accountability for math and language arts instruction alone does not make for a well-rounded education. The joke has been on us.

How many of these types of jokes will we take before we quit being amused?

Former President Bush went on to tell us that “people like [former school superintendents] Joel Klein and Michelle Rhee, people who are willing to challenge the status quo, tell you that one thing that made it [NCLB] effective was the accountability.”

Whoa! Klein – former chancellor of N.Y. city schools – and Rhee – former chancellor of D.C. schools – say NCLB accountability made their schools “effective.” We had better ask them to define THAT word. And ask this dynamic duo why they were so central to developing new standards (Common Core) and tests while turning their backs on other needs in their communities. In 2009, were their school districts adequately funded? By what measure did they make that call? Where’s the accounting? If their schools were so effective, why did they push their Smart Options agenda in 2009?

Genuine accountability for educating America’s children is both a shared responsibility and a national necessity because the public has and is demanding it. The only rational way to satisfy the People’s demand is to make it right by using what we know.

No Child Left Behind yearly mandate for nation-wide testing of math and language arts for the purported purpose of “accountability” misled the nation. (That requirement is unchanged in the NCLB replacement called the Every Student Succeeds Act that was signed into law on 12/10/15.)

When you look at the visual provided here, it’s easy to see that our myopic focus on student outcomes as the basis of accountability for No Child Left Behind set us on a tragic course destined to sink the U.S. education system.

To attempt an explanation of how accountability for the entire system is possible, I elected to begin with a statement from this, October 28, 2014, letter from key civil rights organizations.

To: President Obama, Secretary Duncan, Congressional and State Educational Leaders:

Screen Shot 2015-03-17 at 3.48.00 PMThe focus on “testing without investing” can very simply be brought to a halt. If the government won’t stop this, parents will have to take the law into their own hands as they are doing with the United Opt Out Movement.

If those continuing to insist on forced yearly testing are doing so because they do not trust state and local officials to work towards equal opportunity, that is understandable. But IF Congress cannot “fix” their mistakes now, after being aware of them for a decade, a two-year federal moratorium on all federally mandated testing except NAEP (National Assessment of Education Progress) is reasonable given what we know.

We know we created a lost generation in education and in our economy. We tested without investing in real school improvements. We ignored much while focusing only on the tip of the iceberg.

Here’s the problem:

The concept of “opportunity to learn assessments” isn’t something that the public hears much about but as Schwartz explained, they are “used to indicate overall educational quality, and, more specifically, the availability and use of education resources.

Hopefully that helps people better understand the concerns of the civil rights groups and their requests to Congress and the Obama administration. The eight points below are theirs; the elaboration on them is mine. Their emphasis was on providing “productive learning conditions for all students in each school” using measures of educational inputs and outcomes based on eight requirements for effective accountability:

  1. Appropriate and Equitable Resources to ensure opportunities to learn,
  2. Multiple Measures of both inputs and outcomes,
  3. Shared Responsibility – from the community to the classroom to all levels of the system – to fulfill their obligation to support learning for all students,
  4. Professional Competence requiring proper preparation, continuing education,and professional learning opportunities for all,
  5. Informative Assessments that are indicators of continuous improvement of both the students’ progress and the systems’ responsiveness to identified problems,
  6. Transparency requiring that the indicators of improvement be specific, targeted, meaningful, and easily accessible and readable,
  7. Meaningful and Responsive Parental and Family Engagement must be made a priority in funding and practice,
  8. Capacity Building should be the focus of all interventions whether it is for the student, school, or system because it is only by strengthening and increasing an individuals’ or institutions’ capability to perform that we ensure a strong foundation for progress.

HOW?

The structure for a responsive and responsible accountability mechanism was recommended in 1991 by the Special Study Panel on Education Indicators and presented to the Acting Commissioner of Education Statistics, Emerson J. Elliott, then Secretary of Education Lamar Alexander, and Assistant Secretary of the Office of Educational Research and Improvement Diane Ravitch.

The panels’ goal was to “develop a comprehensive education indicator information system capable of monitoring the health of the enterprise, identifying problems, and illuminating the road ahead” which meant they were looking at leading indicators as well as an evaluation of the systems’ current status.

The panel began by clarifying that “unlike most other statistics, an indicator is policy-relevant and problem-oriented…but indicators cannot, by themselves, identify causes or solutions.”

Understanding that “information requirements of the federal government have little in common with those of the school superintendent or principal,” the panel anticipated the need for indicator systems corresponding to federal, state, and local needs.

Their first step was to define “the conceptual framework” and “fundamental principles” by which to create and guide an education indicator information system to meet the demands of the public and policymakers.

These fundamental convictions were outlined and explained:

  • Indicators should address enduring issues. We should assess what we think is important, not settle for what we can measure.
  • The public’s understanding of education can be improved by high-quality, reliable indicators.
  • An effective indicator system must monitor education outcomes and processes wherever they occur.
  • An indicator system built solely around achievement tests will mislead the American people.
  • An indicator system must respect the complexity of the educational process and the internal operations of schools and colleges.
  • Higher education and the nation’s schools can no longer be permitted to go their separate ways.

The panel set down a framework around six issues and the main factors contributing to success in those areas. They expressed the concept as “clusters of indicators” designed to give us the best understanding of these complex issues.Screen Shot 2015-02-24 at 6.50.01 PMIn essence, this panel was encouraging us to develop a “mixed model of indicators — national indicators, state and local indicators, and a subset of indicators held in common.”

But — always a “but” — in 1991, the public and this panel still held the belief, and clearly pushed it forward, that international comparison data was “the ultimate benchmarks of educational performance.” It wouldn’t be until 1993 that a brief glimpse at the Sandia National Laboratories report on education put the interpretation of international test scores, and standardized test scores in general, in perspective. “The major differences in education systems and cultures across countries diminish the value of these single-point comparisons.”

Sandia researchers critically evaluated “popular, not necessarily appropriate” measures of performance and in the end stated that the available data was collected for such “specific purposes” that it was “often used in unintended and sometimes inappropriate applications.” They warned, “this practice may result in poorly focused actions, with disappointing outcomes.” On that point, both of these groups of researchers were in agreement.

To avoid too narrow a focus yet not be overwhelmed by statistics or the collection of them, the 1991 Panel on Education Indicators went for a “comprehensive” issue-focused approach.

 

 

 

For each of the six issue areas, they further detailed the system with subsets.

They did the same with issues of “leading indicators” particularly changes in society affecting a child’s readiness for school…

…and the supports necessary for student success.

 

 

 

The panel stressed that “the most powerful system of indicators will start from the perspective of what consumers and the public expect and need from education” understanding that “the people of the United States also clearly expect the nation’s schools and colleges to advance certain national values above and beyond the benefits education provides to individual students.”

Is this doable? Could a “mixed model of indicators” be used to assess all the elements laid out in the civil rights letter? For our large and diverse country, would this system better fit our needs than the test-based accountability of No Child Left Behind?

The original Elementary and Secondary Education Act (ESEA) was NOT an accountability law until the No Child Left Behind version of it. ESEA was one of a group of anti-poverty laws.

Do we want to return ESEA to its original goals? Should accountability be set nationally in a manner such as outlined here, but, maybe under its own law? Now would be the time to decide.

What we know with certainty is that current federal education law, as it stands, has neither served us well nor protected children from the harmful effects of politics-gone-wrong.

Our lawmakers have proven themselves incapable of responsible decision-making in the arena of education policy. It is time for the People to make demands.

Choices to consider: 1) Push Congress to make the law right, 2) call for a moratorium on testing if they can’t produce a reauthorization we can live with and prosper by, 3) boycott testing now. Unfulfilled promises of action are no longer good enough.

PARENTS: submit your tests refusal letters now. The parents that came before you in the standards, testing, accountability movement waited for lawmakers to act. They didn’t; you must.

CITIZENS: what happened to leaving a place better than you found it? The public education system is systematically being dismantled. Get off the sidelines!
