How to Identify an Enemy of Public Education

How the Democratic Party Became an Enemy of Public Education” explained how both Republicans and Democrats are selling the idea that private-sector education reforms have the best interests of all our children at heart. They don’t.

Advocates for private entities controlling the public schools have completely ignored facts, research, and us. The consequences their policies have on our schools, communities, and children are harmful. The leaders of this private-sector education revolution know what they are doing. And they don’t care about the harm being done. They aren’t accountable to any of us.

And never forget, both Republican and Democratic leadership have no faith in the idea that We, the People, have enough brainpower and manpower to fix our own problems, in our own schools. Those in power trust Washington D.C.’s think tanks and education industry corporations to come up with “innovative” education reforms to sell to us.

Bull roar. These influential people pushing the levers of power are destroying our public education system. Their latest innovation? The claim to be proposing “progressive” or “centrist” education reforms for the Democratic Party. The truth; their agenda is neither. And they are paying the “grassroots” to advocate for them. It’s being done through confusion, propaganda, and indoctrination.

Progressivism supports making progress towards solving social problems.

Progressives advocate for the best solutions based on the latest information.

Progressives expect the political system to respect the scientific method of problem solving.

Progressivism is hard to define because progressive principles change based on evidence.

Important to discussing this further are the following points from “How the Democratic Party Became an Enemy of Public Education”:

  • President Clinton focused on “education and the economy,” and put standardized testing and federal money for charter schools into federal law.
  • Billionaire Eli Broad supported the Clinton’s agenda.
  • Bruce Reed, co-founder of the (“centrist”) Democratic Leadership Council, was advisor on education policy for Presidents Clinton and Obama before becoming the head of the Broad Foundation education efforts.

 

Here’s where the story really picks up steam.

After George W.’s election, the Democratic Party felt the need to seek a stronger focus and more money. At that time, the view of Democrats was…

“They don’t put big corporate America first.” LINDA NECOCHEA

And…

“the Republicans, on the other hand, seem to favor big business.” JUNE BRINES

Meanwhile, key Democrats complained.

”We don’t have the money [to compete with the Republican Party].”

Al From and Bruce Reed of the Democratic Leadership Council stepped in to redefine the Democratic Party. They had help.

An ally of Mr. From and Mr. Reed, Will Marshall, leader of the Progressive Policy Institute (think tank), said the party must…

”show that we can make progressive government work.”

The Democratic Party leaders went with the Clinton mantra to — ”develop a strong economic message.” Message. Not strong policy for the middle-class. Message. We got messaged.

Democratic Party leadership went after the money. In the process, they played politics with our lives, just like the other party. The people have been wronged— from both sides of the aisle.

Democratic leadership sold their souls….or more accurately, they sold our children’s neighborhood public schools. The policy pushers?

The Progressive Policy Institute …

“a Democratic Party-aligned policy shop that promotes…“market-friendly” economic policies. It claims to advocate “a philosophy that adapts the progressive tradition in American politics to the realities of the information age.”

Progressive tradition? The realities of The Information Age? What? The age when we no longer trust any information without first following the money? And, the money flows to both “sides.” In a money-driven system, R or D doesn’t matter.

Every organization on this list is an enemy of public education. Their actions speak of standardization, privatization, and they are dismantling the public education system under the guise of “reform.”

What is important is knowing the main players in private-sector education reforms.

That’s how you know the enemy, by the company they keep.

Unfortunately what started with single individual enemies of public education became multiple well-funded armies of advocates.

“We outline the many overlapping connections in this echo chamber of advocacy groups, think tanks, and media outlets that are increasingly funded by a handful of conservative [and neo-liberal] billionaires and for-profit education companies — often without proper disclosure. These groups are driving the education privatization movement forward by co-opting the education reform mantle.

And no story about the battle over education reform would be complete without this out-sized, outspoken enemy of public education — former D.C. Chancellor Michelle Rhee.

Knowledge of the funding for her organization, StudentsFirst, was under wraps for a long time. Why is $he important?

“At long last, Michelle Rhee’s funders revealed.” Rhee “received $500,000 [half a mil!] in startup funding from philanthropists Eli and Edythe Broad’s Broad Foundation….”

Oh, the Billionaires Boy’s Club. Broad is connected to Rhee. And the replacement for Rhee at StudentsFirst, Jim Blew, previously  (still?) worked for the Walton (Walmart) Family Foundation. Now, StudentsFirst has merged with 50CAN. Blew explains the arrangement,…

“50Can is stronger in advocacy.”

The plan is set. 50CAN is hiring. And just to clarify how this all works…

Blew said, “We need to always assure our donors that we’re using their money as effectively as possible. We’re completely dependent on these donors.”

So the man in charge of 50CAN is Marc Porter Magee. He’s connected every which way. It’s an all-in-the-family deal with his wife, Common Core proponent, Kathleen Porter Magee, and brother Michael Magee, CEO of the non-profit Chiefs for Change.

Brother Michael Magee sees

“turnover in education leadership is a problem” [he] hopes to address in his new role.”

That should be easy enough with Eli Broad (through Bruce Reed) already in the leadership building business.

Win, win —for them. What about us — the public?

Marc Magee’s 50CAN organization will be training advocates to push their agenda for education reform throughout our nation. How important is this? That’s for you to decide.

This is what the education gadfly reported.

Marc Magee “cut his teeth doing D.C.-based think-tank work.” The think-tank?

“Progressive Policy Institute, the think tank that tried to create policies for the ‘new’ Democratic Party.”

And Magee had plenty to say for himself. He spoke of…

the real problem we need to solve. It’s not that our urban schools and traditional districts are ‘failing.’ It’s that our traditional approach to education plateaued around the 1970s, and we’ve struggled to make meaningful progress since then.”

——–THAT IS A LIE. A distortion of facts. Our public education system was on a steady trend of improvement with a significant narrowing of the achievement gap that extended well into the 1980’s. THEN political leaders became the drivers of education “reforms.” THAT is when dissatisfaction with public schools began trending up (along with the cost$). They used us!

The truth? None of the private-sector education reforms —not standards, assessments, accountability, technology, charters, or vouchers —were ever based on facts. It was all about the information age, the knowledge economy; it was all about the money. It was never about all “our” children.

The enemies of the public education system aren’t reforming schools; they are dividing and destroying. They aren’t looking for a centrist position. They aren’t making progress on education reform. They don’t even accurately define the problem.

Real reformers understand that the battle for the soul of our education system is the battle for the belief —the promise— that we will constantly fight to overcome “separate but inherently unequal.” Only an effective continuous school improvement process can do that —within a responsive and responsible PUBLIC system.

No Child Left Behind Accountability: A Joke

At the signing ceremony for No Child Left Behind (NCLB), President Bush joked, “I don’t intend to read it all.” But he was sure that in NCLB we would “find that it contains some very important principles that will help guide our public school system for the next decades. First principle is accountability.”

President Bush didn’t read NCLB before signing it. (How about your representatives?) That’s joke number one. Funny, huh? But what is even more amusing — sarcastically speaking— is trying to find where the word “accountability” was defined in the law. In laws and policies, key words are often defined so as to leave no doubt about the laws’ intentions. I word searched the desk copy and original. Didn’t find “accountability” defined. I could have missed it. Apparently, I wasn’t the only one.

NCLB says it will provide “greater” accountability; it will “increase” the accountability. How exactly this increase would occur based on the dictates of the law was always left to people’s imaginations and driven by emotions because, by God, we want someone “held” accountable for low school “performance.” And the country was led to believe that standardized tests for math and language arts would determine school quality— accurately. That fallacy would be joke number two.

As Bush declared a decade later, “it’s time to celebrate success [mission accomplished, eh?], but it’s also a time to fight off those who would weaken standards or accountability. I don’t think you can solve a problem if you can’t diagnose it.”

Standardized achievement tests don’t “diagnose” problems. They are only one indicator and because of their “nature,” yearly-standardized achievement testing is unnecessary.

It’s like taking an animal’s temperature and finding they have a fever. Yes, they have a fever but the thermometer reading doesn’t diagnose the problem.

New standardized tests, even so-called “better” tests, only give us information about a school at one moment in time with their given population — a snapshot. That snapshot changes slowly (unless you teach directly to the test). The most consistent finding (over at least five decades) is that standardized test results most strongly correlate to socioeconomic status (schools already have that personal data). More students from low-income families score lower on standardized tests— partially because of the nature of standardized tests.

I once attended a conference where one of the breakout discussions was led by a teacher from a neighboring community with a high-poverty, high-migrant worker population. Over the years, she had made the correlation that her students whose parents only spoke Spanish in the household would (on the average) score 20 percentage points lower on standardized tests.

Some could argue that this demonstrates the value of testing but the reality is, she knew this without the tests. And she didn’t need to keep proving it. She knew her students, knew their family’s background, observed the phenomenon, and test scores made no difference in how she went about teaching. The community situation was out of her control because of the lack of local authority to act on what WAS diagnosed as a problem.

She knew she had to do everything she could to properly educate her students. I know that from what the breakout was really about, how to teach English Language Learners. The test score discussion was an aside. Assessments and interventions designed to help students must take place in the classroom.

So, truth is, test results don’t necessarily give us a diagnosis. And certainly, as we know by now, accountability for math and language arts instruction alone does not make for a well-rounded education. The joke has been on us.

How many of these types of jokes will we take before we quit being amused?

Former President Bush went on to tell us that “people like [former school superintendents] Joel Klein and Michelle Rhee, people who are willing to challenge the status quo, tell you that one thing that made it [NCLB] effective was the accountability.”

Whoa! Klein – former chancellor of N.Y. city schools – and Rhee – former chancellor of D.C. schools – say NCLB accountability made their schools “effective.” We had better ask them to define THAT word. And ask this dynamic duo why they were so central to developing new standards (Common Core) and tests while turning their backs on other needs in their communities. In 2009, were their school districts adequately funded? By what measure did they make that call? Where’s the accounting? If their schools were so effective, why did they push their Smart Options agenda in 2009?

Genuine accountability for educating America’s children is both a shared responsibility and a national necessity because the public has and is demanding it. The only rational way to satisfy the People’s demand is to make it right by using what we know.

No Child Left Behind yearly mandate for nation-wide testing of math and language arts for the purported purpose of “accountability” misled the nation. (That requirement is unchanged in the NCLB replacement called the Every Student Succeeds Act that was signed into law on 12/10/15.)

Rebutting Rhee

First, let’s clarify “standardized tests.” A standardized test is any form of test that (1) requires all test takers to answer the same questions, or a selection of questions from common bank of questions, in the same way, and that (2) is scored in a “standard” or consistent manner, which makes it possible to compare the relative performance of individual students or groups of students. (From the Glossary of Education Reform – who knew?)

O.K., so then, I’m going to make an assumption that confusion has occurred.

I see standardized tests in two different lights. In many of my large classes in college, college professors wrote up multiple-choice tests (fill in the bubbles), which covered the material they taught or that they expected students to learn, and ran them through machines to score. Those are “standardized tests” by definition but I’d call them “internally developed.”

It is not really “standardized tests” that parents are objecting to; it is externally developed standardized tests that are being misused and their worth is being misrepresented to the public with scores being used for propaganda purposes.

Ms. Rhee is wrong in thinking that externally developed standardized test scores are “critical to improving public schools.” The only period of time during which this country was actually narrowing the achievement gap (judged by standardized tests pre yearly mandated) was the period when the original “Effective Schools Research” was done. External tests were not correlates of those schools. External tests did not improve those schools.

Ms. Rhee is wrong in thinking that “better” design of external tests will “measure how well our schools are teaching our children.” These tests cannot distinguish between a test prep curriculum and the one that is best for the individual student. They cannot accurately judge the quality of a whole school. Study James S. Coleman’s work more closely, Ms. Rhee.

Ms. Rhee is wrong to judge our nation’s education system based on international standardized tests scores. Should we monitor trends? Absolutely, but international standardized tests don’t tell the whole story of the American education system.

The Sandia National Laboratories exploration of education that provided “Perspectives on Education in America” (Journal of Educational Research May/June 1993) explained our seemingly poor international performance based on several “issues.” To really judge our U.S. students based on these tests, we would need to take into account many more factors than the average Jane or Joe “education think tanker” is going to do… So we shouldn’t be basing our decisions on these tests unless we are going to delve into differences in student tracking, curriculum timing, cultural differences, etc. The Sandia brain trust concluded, “…the utility of these assessments to educational improvement in the United States is negligible.” Ms. Rhee, read their work – these were some damned smart people!

So, in general, to continue on the path of test-based reform is barking up the wrong tree. Standardized tests are a monitoring device that we should use sparingly and with cautious interpretation; they should not be the foundation for education reform that they have become.

If the argument I present here gets a hearing, it is only because of the Opt-Out Movement ——- Move on! Let’s hear more!

Reign of Error

Dear Diane Ravitch,

The title of your book, Reign of Error, describes perfectly the tenure of Idaho’s twice elected Chief School Officer Superintendent Tom Luna.

Mr. Luna chaired the Idaho commission that developed academic standards for all grades and subjects from 1997 to 2000. Then from 2000 to 2002, he chaired our assessment and accountability commission to create a test for new standards. Plus, as the state superintendent, he created the switch from the “needs improvement” rankings of No Child Left Behind to a rating system based on “stars.”

Seventeen years of directing change in education in Idaho, really?

Against the urging of one of his closest allies in education reform, Governor Butch Otter who said “Don’t make these decisions when you’re getting beat up by the editorial vigilantes,” Luna will not run for another term. He will, however, with the time left in his term, continue to push for the same “changes” he pushed previously.

Those changes were sold as reform, modernization, and innovation with Luna now being credited as the innovator. Those familiar with the Michelle Rhee StudentsFirst political agenda will see this for what it is —unbridled standardization and privatization by limiting collective bargaining, implementing test-based teacher accountability, and getting more technology into every students hands without regard to costs. In a state that is dead last in per-pupil spending, this is irresponsible not innovative. Class size be damned!

Voters resoundingly defeated these “Students Come First” laws, yet, they are back in another form and their first defeat is already being rewritten in history. “I believed (Luna’s teacher pay proposal) and Students Come First were exactly what students of Idaho needed,” Shackett [a local superintendent] said. “Unfortunately, the public was, I believe, duped into thinking otherwise by a strong campaign against the initiatives.”

Lawmakers now are poised to set the people straight by passing the same initiatives using different terminology and Common Core as the next best tool in the box.
Seventeen years of following the same test-based theories of reform and their diagnosis is we need higher standards, better tests with them secured to teacher pay, and the best technology we can buy (obviously forgetting we are the state with the highest percent of minimum wage jobs and the lowest per-capita income).

Not to appear to be a bullying Mr. Luna after having been a long-time editorial vigilante, I have tried in earnest – multiple times – to have conversations with him even going as far as offering to help write our Race to the Top grant in hopes – I will admit – of working in effective schools research to help struggling schools. I feel bad that I have to “go after” this one person but I do.

His reign of error won’t end with the end of his term if his chief reform philosophy is embedded in law.

Standardized test-based accountability does not “work” to improve schools. But the error of Mr. Luna’s ways doesn’t end there. He is continuing to use double-speak to pull the wool over people’s eyes. If people believe he has done Idaho schools such a great favor in implementing his accountability schemes for a generation of students, how can they ignore the findings of the system created by this philosophy?

Mr. Luna and his supporters say we need Common Core, tests, technology, and teacher pay tied to tests; I hear differently from people in the trenches and say we need a “needs assessment” and analysis of our lowest-performing schools done by independent, highly-qualified, outside evaluators. These schools are the same ones we have identified in three different ways now — how can we think we need to do it again with “higher standards and better tests”?

The Reign of Error must end!
