Summary of Alternative to No Child Left Behind

The People’s Alternative Proposal for Replacing No Child Left Behind (now called The Every Student Succeeds Act – ESSA) IS —

♠ a clean bill that offers the transparency No Child Left Behind did not.

♠ a proposal that ends the federal role in yearly standardized testing for federal accountability purposes and replaces it with embedded expectations of responsibility at every level of governing including:

♣ provisions for supporting the development of Quality Review Teams where they do not exist,

♣ continuing the use of the National Assessment for Educational Progress to maintain federal oversight for equal access to quality education, and

♣ returning to the cornerstone of teacher created assessments to match locally developed curricula.

♠ a school improvement policy that promotes the practice of doing a comprehensive needs assessment in order to:

♣ properly identify student needs and the appropriate corresponding indicators (measures) to track progress on meeting needs as well as providing an accounting for the use of federal dollars,

♣ establish a continuous school improvement process as the standard way of identifying, planning, and acting on identified problems using existing resources while pinpointing resource gaps, and

♣ serve as the basis for accurately communicating local problems to the next level in the governing structure (local input making its way uphill) thereby establishing a feedback system for this law.

♠ an education bill that emphasizes wise use of existing resources by putting the power of our dollars towards furthering the professional development of existing education professionals, focusing that education on meeting needs they have identified, as well as aiming scholarship opportunities at high-needs schools, subjects, and areas of the country.

♠ a real return to the aim, goals, methods, and measures used in the original 1965 Elementary and Secondary Education Act (ESEA) while protecting the public interest from the private education industry special interests.
